For 2016 the rules were:
No fee. Shorts up to 30 minutes. Features more than 60 minutes. Fiction / Documentary  / Animation / Experimental. Should have been shot between 2012 and 2016 on any format. Send two DVDs or send online. Films selected for showing earn their directors free board and lodging at the event. They ask for English subtitles ... I suspect English language will be acceptable.
